RAAD Studio (RAAD) and Eagle Capital Management LLC (ECM) are undertaking to build an underground park in New York, the US.
The project involves the construction of an underground park on 0.8ha of land known as The Lowline. It includes the construction of retail space, crisscrossing rail tracks, an urban sanctuary, gardens, and parking and related facilities, and the installation of related equipment.
In September 2011, RAAD unveiled the concept of the low line to the public in a highly visible New York Magazine feature. New Yorkers and the world at large are fascinated by the idea that an underground park is possible.
In 2012, Arup and HR&A Advisors are appointed to conduct a preliminary planning study.
In September 2012, RAAD has built a full-scale prototype for imagining the development concept and technology.
In the third quarter of 2013, RAAD submitted the planning application to the city council.
RAAD is currently in the process of securing the necessary regulatory approvals. Subject to approval, construction is expected to be completed by 2020.
On July 14, 2016, New York City officials gave the initial clearance to move forward the project.
Developers have to raise $10 million, convene a series of design and community outreach meetings, and submit detailed schematics for further approval before they can begin planning their underground park.
In July 2017, RAAD received approval from the city council.
In August 2017, a groundbreaking ceremony was held.
Construction is expected to commence in 2019 and slated to complete by 2021.
